How to quickly and easily obtain a Certificate of Longevity

According to the legislation in force, the Certificate of Seniority in Work represents the instrument for attesting seniority in work, after the abolition of the Work Booklet. It is well known that, since 01.01.2011, work books are no longer drawn up for employees, the work records being made in electronic format, with the help of the General Register of Employees (Revis)
How can you check your work experience online?
You can have real-time access to seniority data if you create an account on the official website of the National Public Pension House, www.cnpp.ro. To maintain the integrity of your personal data, you must follow all the steps necessary to create this account, complete the form, print it and sign it in handwriting, in the original.
Once the request is processed, you will be able to generate a pdf report with information about:
- your work record book;
- monthly/annual pension contribution periods, starting from april 2001;
- D112 declarations (declaration regarding obligations to pay social contributions, income tax and nominal records of insured persons) submitted by the employers you have had so far
- transfers to the Second Pillar of pensions;
- community pension (if applicable).
What information must seniority certificates contain?
- If you are employed in the private sector, there is no standard form for the Certificate of Seniority, but it is recommended that it contain information such as:
- Employee identification data;
- Identification data Individual employment contract, based on which seniority is certified (number and date of conclusion)
- The duration of the employee's activity;
- The position or positions held by the employee
- Changes suffered by the Individual Employment Contract (conclusion, amendment, suspension, termination)
- The value of the basic salary, including the bonuses that are included in the calculation of the average annual score
- Length of service, in the profession and in the specialty;
- Unpaid leave periods;
- Unexcused absences from work.
- If you are an employee in the budgetary environment, the standard form for the Certificate of Seniority is established by Government Decision No. 611/2008 (with subsequent amendments and additions).
How do you obtain the Certificate of Seniority?
Conformable Romanian Government Decision No. 905/2017 regarding the General Register of Employees (Revisal), you can obtain the Certificate of Seniority as follows
- The Certificate of Seniority is issued to you by your employer, on the date of termination of the Individual Employment Contract, accompanied by an Extract (Report per employee) from Revis, dated and certified for compliance.
- The Certificate of Seniority is issued to you by your employer, at any time, upon request, you having this right, offered by law, as a current or former employee. You can also request an extract (Report per employee) from Revis, dated and certified for compliance. The duration of granting for the Certificate of Seniority, respectively for the Extract from Revisis a maximum of 15 days from the date of the request.
- If the employer is unable to issue your Certificate of Seniority or the Extract from the General Register of Employees (Revis), you can request the Territorial Labor Inspectorate (MTI), issuing the Extract showing the activity carried out at the respective employer, as an employee MTIissues your document, based on the electronic register sent by the Employer, within 15 days from the date of request, the fee being 20 lei per document, according to Order of the Ministry of Finance, Social Affairs and Employment No. 826/2014 (with subsequent amendments and additions).
How do you prove your seniority if you were employed by a defunct company?
- If the documents proving your seniority have been drawn up but you do not have them, you should contact the authorized holder of the employer's archive (in the case of deregistered companies). This is represented, according to Law No. 16 of April 2, 1996 (republished), by an economic operator authorized to provide archival services, whose identification data can be provided by the National Archives (NRA), the County Services of the National Archives or the Bucharest Municipality Service of the National Archives. If they refuse to issue you copies of the documents held and certificates attesting to the entries in these documents, you can take them to court. The court may oblige them to issue you a certificate confirming the employment relationship (as decided by the High Court of Cassation and Justice (HCCJ) by Decision No. 2 of february 15, 2016)
- If the documents proving your seniority have not been prepared, in order to reconstruct your seniority at the respective deregistered company, you can contact the National Public Pensions House to request a "Contribution Period Certificate". In the event of an unresolved request, you can sue the National Public Pensions House (CNPP). This is the only entity authorized by law to issue pension decisions based on all documents capable of certifying contribution periods, and the Court Decision recognizing seniority is such a document (as decided by the High Court of Cassation and Justice by Decision No. 2 of february 15, 2016)
